정부는 예산안을 국회에 제출한 후 부득이한 사유로 인하여 그 내용의 일부를 수정하고자 하는 때에는 국무회의의 심의를 거쳐 대통령의 승인을 얻은 수정예산안을 국회에 제출할 수 있다.
