공익신고자등의 보호와 관련하여 이 법과 다른 법률의 적용이 경합하는 경우에는 이 법을 우선 적용하되, 다른 법률을 적용하는 것이 공익신고자등에게 유리한 경우에는 그 법을 적용한다.
